Consolidating a Dialogue on Peacebuilding and Statebuilding

The National Forum on Debt and Poverty (FNDP), in collaboration with Côte d'Ivoire Ministry of Planning and Development, received financial support from the Civil Society Platform for Peacebuilding and Statebuilding (CSPPS) to launch Phase 2 of the project on the relevance and applicability of Peacebuilding and Statebuilding Goals (New Deal) in operationalizing the 2030 Agenda on 27 September 2017 in Abidjan, Côte d'Ivoire. The launch of the Project on ‘Strengthening and Consolidating the Dialogue Platform on Peacebuilding and Statebuilding Goals (PSGs)" was chaired by Dr. Yeo Nahoua, Chief of Staff in the Ministry of Planning and Development. The workshop was an opportunity to officially discuss how a New Deal principles approach can be of crucial importance in contextualizing the Sustainable Development Goals (SDGs).

The National Forum on Debt and Poverty (FNDP), in collaboration with Côte d'Ivoire Ministry of Planning and Development, received financial support from the Civil Society Platform for Peacebuilding and Statebuilding (CSPPS) to launch Phase 2 of the project on the relevance and applicability of Peacebuilding and Statebuilding Goals (New Deal) in operationalizing the 2030 Agenda on 27 September 2017 in Abidjan, Côte d'Ivoire. The workshop was an opportunity to officially discuss how a New Deal principles approach can be of crucial importance in contextualizing the Sustainable Development Goals (SDGs).

Objectives and process

The workshop was well-attended and aimed to present the project on strengthening and consolidation of the Platform for Dialogue on Peacebuilding and Statebuilding Goals to all New Deal stakeholders in the global SDGs context in Côte d'Ivoire. This platform, originally composed mainly of civil society actors involved in the New Deal dissemination project in six regions of Côte d'Ivoire (2013), will now be expanded to include all New Deal stakeholders in connection with the 2030 Agenda. Participants of the workshop were civil society representatives, officials of the public administration, parliament, development partners, local and regional authorities, private sector representatives, political parties and the media. Throughout the workshop, Mr. CISSE Marcelin, Director General of Strategy and Aid Coordination, New Deal Focal Point, made a presentation on the New Deal for Engagement in Fragile States. While Mr. Ouattara Diakalia, CSPPS Focal Point in Côte d'Ivoire and Project Leader, presented the results of Phase 1 of the project focused on Dissemination of the New Deal by Civil Society in Côte d'Ivoire (2013). Furthermore, M. Ouattara presented highlights of Phase 2 of the project on strengthening and consolidating the dialogue platform on PSGs.

"This workshop is timely to strengthen CSPPS efforts on New Deal activities, in the context of the international dialogue, carried out by civil society in Côte d'Ivoire under the coordination of FNDP", argued Mr. Ouattara.

Conclusions and perspectives

According to M. Ouattara, the workshop was a success both in the mobilization of stakeholders and its substantial contents convincing more than one participant – the New Deal was not much known to the public. "This workshop is timely to strengthen CSPPS efforts on New Deal activities, in the context of the international dialogue, carried out by civil society in Côte d'Ivoire under the coordination of FNDP", argued Mr. Ouattara. He further mentioned that the workshop both in its preparation and its implementation was an opportunity to strengthen ties with Ministry of Planning and Development and the FNDP.

An announcement to establish a Multi-Stakeholder National Platform was made during the workshop by Mr. CISSE. Different axes of the roadmap for the implementation of the New Deal at national level were also presented; the Ministry of Planning and Development invited civil society to support the implementation of this roadmap. The roadmap focuses on New Deal principles; the international context and acknowledges that peacebuilding and statebuilding goals were priority axes in Côte d'Ivoire National Development Plan (2012-2015). As for civil society, Mr. Ouattara pointed that the CSPPS Country Team requires capacity building and project continuity through the organization of a capacity building workshop of New Deal experts. In order to secure commitments made in this workshop, Mr. Ouattara recommends a joint mission of the International Dialogue (IDPS) secretariats, the g7+, the CSPPS and UNDP mission in Côte d'Ivoire as agreed upon during preparations of this present workshop. He further highlights that a Fragility Assessment is needed in Côte d'Ivoire – especially following departure of the United Nations Mission in Côte d'Ivoire (UNOCI).
